About the position

The Australian Embassy in Athens is seeking expressions of interest for the position of Honorary Consul for Australia in Bucharest, Romania. The Honorary Consul assists Australians in accordance with the Consular Services Charter and in consultation with the Australian Embassy in Athens. 

 

This EOI is part of the Australian Government’s routine appointment process. Honorary Consul positions are periodically tested through an open EOI process, including at least every six years for a second reappointment. The current Honorary Consul is eligible to be considered through this process. 

 

Key functions 

 

  • Provide consular assistance to Australian citizens. 
  • Provide passport assistance, including conducting passport interviews once accredited by the Australian Passport Office. 
  • Maintain effective relationships with the Romanian Government and local authorities on matters relevant to Australia’s consular and other interests and, when requested by the Australian Embassy in Athens, act as a communication channel. 
  • Maintain contact with the Australian community and provide enquirers about visiting or migrating to Australia with contact details for the Department of Home Affairs. 
  • Support Australia’s commercial, cultural, educational, scientific and technological interests in Romania. 
  • Build public awareness of Australia and undertake ceremonial and public affairs activities when requested or authorised by the Australian Embassy in Athens. 
  • Assist with administrative arrangements for visiting Australian officials. 

 

Selection criteria 

 

  • Be an Australian citizen, or a non-Australian with a personal connection to Australia. 
  • Be a long-term resident of Romania, based in Bucharest, and intend to remain there for at least five years. 
  • Have good standing in, and access to and influence with, Romania’s political, bureaucratic, commercial and media communities. 
  • Be of good character and be prepared to declare that they have no criminal record and no criminal charges or investigations pending. 
  • Be fluent in English and Romanian, as the local language of government and commerce. Any support staff should also speak English. 
  • Have suitable office accommodation in Bucharest of an appropriate professional standard, including quality, security, facilities and location, for use as an Australian consulate. 
  • Be of independent means and not financially dependent on the honorarium. 
  • Have sufficient time to perform the role, meet the reasonable expectations of Australians seeking assistance and maintain regular office hours open to the public. 
  • Have strong organisational and communication skills and the ability to liaise effectively with a wide range of people. 
  • Not hold a consular commission from another country, or a government or official position in the country of residence or citizenship, to avoid potential conflicts of interest. 

 

Appointment and training 

 

The preferred candidate will be required to complete probity documentation and obtain a local police clearance. Appointment is subject to completion of probity checks, formal approval by the Department of Foreign Affairs and approval by the Romanian Government. 

 

The initial appointment is for three years, including a one-year probation period. Training will be provided on consular services, passports, privacy and mandatory workplace health and safety requirements. Passport interviewing may only be undertaken after additional accreditation.
